Action Planning: Replicating Utah’s CMV Legislation Success in Your State

In 2013, the Utah Legislature unanimously passed House Bill 81, Cytomegalovirus Public Health Initiative, requiring CMV education and CMV testing for newborns who fail their newborn hearing screening. Representative Ronda Menlove was the sponsor and champion of the legislation. Sara Doutre was the parent instigator of the legislation. Her daughter, Daisy, is deaf due to CMV. In this interactive session, participants will be provided with an action planning template and other resources for pursuing similar CMV legislation in their states. Representative Menlove and Sara will provide insights on the pre-requisite relationship building and group thinking required for successful legislation. They will also assist participants to identify key stakeholders, including friendly and effective legislators in their states. Participants will be given the opportunity to ask questions and brainstorm solutions to problems that the Utah CMV initiative faced as well as additional problems that may come up in other states. This session is appropriate and will provide relevant information for multiple stakeholders that are involved in the legislative process including: public health officials, policy makers, clinicians, researchers and parents. Effective legislation requires all of these stakeholders to unite and work together in advance of and far beyond passing the law. Participants that are interested in working together are encouraged to attend with others from their state if possible. If not, participants will learn who they need to connect with to implement their next steps. This hands-on session is important for anyone wishing to replicate Utah’s success in his or her state.

Dr. Ronda Rudd Menlove is serving her fifth term in the Utah House of Representatives. She serves as the House Chair of the Utah Legislature's Social Services Appropriations Subcommittee. Ronda is also a Senior Vice Provost at Utah State University. She has a background in special education and disability issues. Ronda has a granddaughter who is deaf due to a late-diagnosed congenital CMV infection.

Sara Doutre's daughter, Daisy, is deaf due to congenital CMV. Sara is a former special education teacher and worked for the United States Department of Education's Office of Special Education Programs. She is a private special education consultant and advises states on special education, disability and early intervention policy. Sara is the parent member of the team responsible for Utah's CMV Public Health Initiative legislation and co-founder of the Utah CMV Council.
