Utah's CMV Public Health Initiative - Legislative and Public Health Panel

In 2013, the Utah Legislature unanimously passed House Bill 81, Cytomegalovirus Public Health Initiative. Utah’s Cytomegalovirus Public Health Initiative is an example of effective collaborative advocacy among stakeholders including parents, practitioners and researchers that is resulting in changes in clinical practice to better identify children with hearing loss. One child’s delayed diagnosis of CMV-induced progressive hearing loss led to state law and public health policy that will assist Utah to more effectively identify children with congenital CMV, ensure that progressive hearing loss due to CMV does not go undetected, and provide options for early intervention and treatment for children who have hearing loss due to CMV. As a parent of a child who is deaf and has other developmental delays due to CMV and an education policy consultant, Sara Doutre put her professional skills to use by advocating for CMV awareness through legislation. She and her mother, Representative Ronda Menlove led a collaborative team of politicians and professionals through the successful passing an implementation of the first CMV Public Health legislation in the United States. Sara will speak on the legislative process, her role as a parent advocate for legislation, and the steps others can take to encourage similar legislation in their states, territories and countries.

Dr. Ronda Rudd Menlove is serving her fifth term in the Utah House of Representatives. She serves as the House Chair of the Utah Legislature's Social Services Appropriations Subcommittee. Ronda is also a Senior Vice Provost at Utah State University. She has a background in special education and disability issues. Ronda has a granddaughter who is deaf due to a late-diagnosed congenital CMV infection.

Sara Doutre's daughter, Daisy, is deaf due to congenital CMV. Sara is a former special education teacher and worked for the United States Department of Education's Office of Special Education Programs. She is a private special education consultant and advises states on special education, disability and early intervention policy. Sara is the parent member of the team responsible for Utah's CMV Public Health Initiative legislation and co-founder of the Utah CMV Council.

Albert Park (Primary Presenter), albert.park@imail.org;
Albert Park, MD, serves as the section chief of pediatric otolaryngology and professor within the Department of Surgery and the Department of Pediatrics at the University of Utah. Dr. Park obtained his MD at the Washington University School of Medicine. He then completed his residency training at Loyola University Medical Center and pediatric otolaryngology fellowship training at the Hospital for Sick Children in Toronto, Canada. His primary research interest focuses on understanding the pathophysiology of congenital cytomegalovirus (CMV) induced hearing loss and developing novel assays for diagnosis.

James Bale (Primary Presenter), james.bale@hsc.utah.edu;
Dr. Bale is a Professor of Pediatrics and Neurology. He has served as the Vice Chair for Education in the Department of Pediatrics and was the Director of the Categorical Pediatric Residency Program. He is currently a member of the NST-1 study section of the NIH, a study section that reviews mentored-scientist proposals for the NINDS. He is a nationally recognized expert in the field of pediatric CMV disease.

Karl White (Primary Presenter), Karl.white@usu.edu;
Dr. White is Professor of Psychology at Utah State University and founding Director of the National Center for Hearing Assessment and Management (NCHAM). He is recognized nationally and internationally for his expertise in early identification and management of hearing loss.

Stephanie McVicar (Primary Presenter), smcvicar@utah.gov;
Dr. McVicar is the Director of the Early Hearing Detection and Intervention (EHDI) Program in Utah and the Program Manager for the Utah Department of Health (UDOH)'s Specialty Services (Audiology, Speech-Language Pathology, Physical Therapy, and Occupational Therapy) Program within the Children with Special Health Care Needs Bureau. She is the Project Director for the HRSA EHDI Lost to Follow-Up Grant and the Co-PI (Principal Investigator) for the CDC EHDI Tracking, Surveillance, and Data Integration Grant. She is the Core Audiology Faculty for the Utah Regional Leadership Education in Neurodevelopmental Disabilities program. Dr. McVicar is also the UDOH team lead for the Cytomegalovirus Public Health Initiative and Testing law and the Children’s Hearing Aid Pilot Program. Dr. McVicar is originally from Western New York and has over two decades of experience and knowledge in Audiology and the management of health care programs in both the public and private sectors.
